I will do everything in cooperation with mass media and population of the municipality. This permanent dialogue will be a direct duty for me.

I am sure that our fellow citizens, I mean electors whom I am asking to support me, need a clear analysis of reality, not of point of view of some persons, in this period of crisis that we are facing. What I intend to do against this crisis?

I will promote the following principle in society: help yourself and help your fellow as far as possible. We have a stringent need of self-discipline, self-education, culture and sincerity in relations with people in all fields of daily life. All forms of lie must be eradicated.

The protection of environment is a primordial problem. The human cannot live outside of environment; the human is an indispensable part of environment. The ecological responsibility is an obligation of each of us. Our children and grandchildren will suffer the consequences of the aggressive ecological conduct. I will seek a reasonable use of waste with modern technologies. The reconstruction of the used water filtering station in Chisinau is one of pressing tasks. The administration of solid waste stored at the garbage site of the city in the district of Anenii Noi is another important problem. The unwillingness rather than the shortage of funds is the cause of the failure to completely arrange the area near the Bac River and the Valea Morilor, Rascani, Valea Trandafirilor parks, etc.

It is absolutely necessary to optimise the transportation network of the municipality, to build multi-storied parking sites, underground passages in busy areas (crossroads Stefan cel Mare, Vlaicu Parcalab, Armeneasca, etc.).

Planned changes in the structure of dwelling-communal services still are a theory. I am seeking the revision of activity of associations of lodgers and their contractual relations with executive bodies in the limits of law, with purpose to optimise them in future and to create decent conditions for owners of residences. I will insist on an inventory and survey of old five-storey residential blocks.

The legislative base is another problem of the municipality. As businessman, I have encountered many difficulties born by legislation, inclusively related to prerogatives of local administration bodies, and for this reason, I will use all legal levers to obtain laws, given the real situation. I mean the Land Code, the Lodging Code, the 1995 law on status of the Chisinau municipality.

The resolution of current and future problems imposes the promotion of a special policy with reflections and administration at state level. I am not an adept of behind-the-scene battles. The administration must be transparent. We must not throw ourselves into extremes, but to avoid the mistakes of precedent years. I will insist on the formula: more local autonomy but much more local responsibility.

The unemployment is another pressing problem of the city: we face a high unemployment rate on one hand and an acute lack of qualified personnel on the other hand; I will follow this principle in my activity: the one who does want to work must be provided chances to find a job.

I will encourage the implementation of modern technologies in all fields of activity and I will demand municipal services to strictly respect them. Unfortunately, the Moldovan capital, which is seeking to be a European capital, uses the broom and the shovel as basic tools of municipal services. We must realise that modern technologies and equipment are our unique chance. There is no alternative.

If we want an effective resolution of problems faced by Chisinau residents, we must develop and apply own talent and creative initiative as much as possible. The society in general and the municipal administration in particular need lucid brains, honest, talented people with wide possibilities. The practical creativity aimed at resolving problems is the key of success against difficulties.

I am aware of all risks and problems that may occur in cooperation between an independent mayor and a Municipal Council made up by representatives of many parties. I do not doubt over good intentions of parties, but I strongly think that an independent mayor only is capable to efficiently and fairly represent the interests of residents of the whole municipality.

Dear fellow citizens and friends, together is the only way to succeed!
