For all residents of Chisinau, we will:

• Implement a modern urban management to provide quality services for reasonable costs to every citizen;
• Decentralise the public administration of the Chisinau city by crating autonomous district city halls;
• Ensure the transparency and advertise the formation of incomes and expenditures by organising public debates on municipal budget and local budgets and periodical reporting of public expenses;
• Remove the factors that fuel the corruption and consistently implement a system for selecting and employing the City Hall personnel on basis of contests;
• Ensure the participation of citizens in decision-making process and the public control on activity of municipal and local public administration.

Boosting the municipal economy

• Re-evaluate the economic potential of the Chisinau municipality and estimate the unused production capacities;
• Organise public debates on new strategic directions and action plan with participation of all factors interested to boost the municipal economy;
• Create a favourable climate and legal, administrative and economic conditions needed to launch new economic projects on competitive goods and services by attracting foreign capital and building mixed enterprises;
• Elaborate strategic development plans for suburbs; every suburb must become a modern satellite of Chisinau the next 15 years;
• Provide the necessary assistance to suburb mayoralties to develop a sustainable agriculture and processing industry based on modern ecological technologies;
• Contribute to ensuring Chisinau residents with ecologically clean food products grown in the municipality;
• Promote the creation of new jobs to permanently sustain the small business and award facilities to local investors and create favourable conditions to increase the medium salary up to 500 Euros the next five years.

Development of municipal infrastructure and public services

• Modernise and develop the socio-economic infrastructure of Chisinau, particularly road and communication networks;
• Modernise the municipal drinkable water providing stations to supply sufficient quality drinkable water for reasonable costs;
• Reconstruct the municipal residual water filtering station;
• Build household waste processing platforms and plants recycling waste on basis of modern ecological technologies;
• Restore and permanently ensure the culture of traffic with all indispensable elements (street marking, traffic discipline and security, sound pollution, etc.);
• Arrange racing tracks for bicyclists;
• Diversify the urban public transportation services, promote ecologically clean transportation and ensure its good functioning;
• Ensure conditions to work out and implement development projects for Chisinau, without affecting the valuable piles and landscapes;
• Stimulate the building of apartments and villas from domestic ecologically clean materials with an increased energy preserving potential;
• Facilitate the energy preservation by household consumers via an expenditure pay system;
• Modernise the natural gas delivery system;
• Develop the municipal system of electric and thermal networks and facilitate lower electricity and heating prices on basis of new technologies and modernise these networks;
• Improve the system ensuring quality and ecologically clean food products by permanently developing the network of markets, other forms of commerce, and facilitate the access of domestic producers and service providers;
• Implement a food security programme with the support of the European green party and by attracting foreign investments under the shape of grants;
• Ensure the preservation and reasonable use of historical and cultural monuments;
• Extend and permanently develop green and landscape areas and protect the existing zones in the Chisinau municipality;
• Create conditions for leisure and amusement of Chisinau residents, arrange new parks and entertainment areas for this purpose;
• Develop and implement a strategic plan for the watering and entertainment area Vadul lui Voda;
• Elaborate and implement a programme to include Chisinau in the international tourism circuit.

Education, culture, healthcare and social protection

• Ensure the development of pre-school and school education system by changing the attitude towards teachers, providing them with conditions of work and living and paying decent salaries at medium level in Chisinau;
• Support youths of between 13 and 18 ages with educational performances by awarding them nominal invoices from municipal budget to purchase a computer;
• Pay a 1,000-euro single aid from municipal budget for every baby born in young families, in order to solve demographic problems;
• Provide permanent financial and administrative support for projects on culture and arts;
• Consistently promote a healthy lifestyle and communication culture, reduction of linguistic pollution due to use of wrong vocabulary, promote the motto “a faulty language, a faulty thinking, a faulty life”;
• Establish an elite special status for personalities of science, culture, education, medicine, etc., by implementing a system of facilities;
• Improve the municipal healthcare system based on diversification and implementation of programmes on prevention of diseases;
• Develop the municipal network of medical institutions and their endowment with modern medical equipment, ensure a transparent use of financial and material resources in healthcare sector;
• Reduce much the air pollution and phonic pollution in Chisinau by implementing new policies on human health, traffic;
• Create specialised services for disadvantaged residents of Chisinau — elderly, job seekers, street children, etc.
• Decentralise the social assistance services for elderly, large families, invalids;
• Services for people, not people for services;
• Ensure a more reasonable raising and distribution of sources for social assistance of population, paying more attention to elderly, large families;
• Implement new forms of home medico-social aid for elderly.
