- Municipal programme on ensuring libraries with books, secondary and high schools with schoolbooks and didactic inventory;
- City Hall-Teachers-Parents partnerships to transparently administrate every pre-school and pre-university institution.
Healthy soul and body
- Special plan on promotion of national culture, 150,000 social tickets for shows, exhibitions and sport competitions;
- A multifunctional municipal complex for amateur sportsmen and athletes;
- 100 million lei a year will be additionally allocated to public health, including free tooth prostheses and compensated drugs for socially vulnerable categories.
Capital of freedom and democracy
- System of compulsory consultation with citizens in making decisions;
- Municipal fund of cooperation with NGOs in projects of community interest;
- Annulment of any local taxes for mass media and fight to restore the status of public institution of municipal channels Radio Antena C and Euro TV Chisinau.
Warmth (Comfort and Modernisation)
Modern and cheap dwellings
- 400,000 square metres of dwellings a year for an accessible price, mansards and social apartments;
- Thermal isolation of blocks to reduce heating losses by 30 percent;
- Direct contracts between consumers and all providers of communal services;
- Prices of communal services will be correlated with earnings of population and will be lowered below one third of the medium budget of a family.
Restoration of traffic infrastructure
- Projecting a beltway around Chisinau and internal network with 4–5 roads linking every district;
- European-style repairing and illumination of 500 kilometres of arterial roads and streets inside of districts;
- Programme on building of 25 multi-storey parking sites in busy areas and underground parking in new blocks.
A clean and healthy environment
- Attraction of investments to clean up the Bac River by creating an entertainment zone;
- Building of a waste processing plant;
- Restoration of the residual water filtering station.
Welfare (Socio-economic progress)
Social guarantee at level of capital
- System to help socially vulnerable people after model of charity action From Heart to Heart;
- Monthly municipal indemnities worth 200 lei for invalids and retirees in need;
- Rise of salaries of all budgetary workers by 20 percent from municipal sources;
- The City Hall will pay 1,000 lei to mothers for giving birth to the first child, 2,000 lei for the second baby, and 3,000 for other children.
Capital of economic development
- Strategy on creation of an attractive climate for foreign businessmen and stimulation of our citizens to invest the resources earned abroad in economy of the city;
- Five big economic parks around Chisinau to remove the industrial and commercial agglomeration from city and to create jobs in suburbs of the capital;
- Arrangement of modern markets for farmers from municipality in every district.
Our money for our city
- At least half of budget collections in municipality will finance the needs and programmes of Chisinau like in all capitals in Europe and CIS. (The acting government leaves only 22–24 percent to us!).
