Electoral Program of the Candidate to the Position of General Mayor of Chisinau Dorin Chirtoaca
Dear citizens!
Together we have launched the change in 2005. Together we have garnered 35 percent of the votes at elections, ranking the 2nd place. Together is the only way to gain the elections on June 3, 2007 and achieve a change to better. Our European future depends on our participation in elections and Your vote for the candidate and councillors representing the Liberal Party. As mayor-general and councillors representing the Liberal Party in the Chisinau Municipal Council, we assume the following tasks:
In the Chisinau city:
- To create conditions for development of business environment, to attract domestic and foreign investments with the purpose to increase the number of jobs and salary-earners;
- To build social apartments for disadvantaged and young families, to develop the mortgage building system by covering the interest from budget, attracting foreign investments, promoting a free competition on building market;
- To ensure the payment for communal services accordingly to consumption from own meter, without paying losses from network. Partial payment of communal services for social disadvantaged categories by City Hall;
- To supply thermal power (hot water and heating) accordingly to parameters stipulated by law. To supply hot water to all kindergartens, schools and healthcare institutions;
- To ensure public clean, modern transportation in due time, in a technical condition accordingly to legal norms, including minibuses, repaired and arranged stations, by combating corruption, ensuring stability and perspective of activity of carriers. Fluid transportation, building of underground and penthouse parking sites;
- To repair roads with a guarantee term accordingly to European standards, to clear snow off roads by licensing this service;
- To illuminate streets, bystreets and internal courtyards;
- To modernise and optimise the residual water cleaning station with European finances, to build a waste processing plant;
- To renovate and build new playgrounds for children, clean and arrange green areas, stadiums, entertainment zones. To reanimate sports, cultural activities and to develop the tourism;
- To appropriately endow educational, healthcare and cultural institutions by implementing competitive projects as part of the European neighbourhood programme;
- To improve the living standards in hostels, to build private hostels, to respect the hygienic norms, to supply hot water. To ensure medical assistance in educational institutions;
- To develop voluntary programmes for youths in public institutions and private companies, in order to gain experience and boost transparency;
- To combat the vagrancy and to institutionalise homeless people, especially children.
In towns, communes and villages from municipality:
- To create conditions for more jobs by developing the business environment in villages, developing the tourism;
- To finish the gasification, water pipes, to build sewerage systems in every locality;
- To repair and maintain the roads linking localities, streets and pavements from localities, to illuminate them, to clear snow off roads in due time;
- To ensure the traffic of transportation till late hours, so that people who work in the night shift be able to go back home, to introduce trolley lines;
- To create conditions for evacuation and storage of garbage, to destroy illegal garbage sites, to clean up localities;
- To open centres for youths and children, to reopen cultural homes, to rearrange sport fields, to reanimate the sports in villages by establishing a close friendship with European localities, enjoying access to European funds, involving civil society;
- To ensure the funds needed to take care of schools, kindergartens, health and cultural institutions, to endow libraries with books.
In City Hall:
- To guarantee a transparent activity of local public administration, efficient cooperation with public service providers;
- To guarantee an immediate access to public information, to settle appeals from citizens in due time;
- To consult citizens and to directly involve them in the decision-making process, to develop partnerships with civil society;
- To implement the electronic governing system (E-Chisinau);
- To create a one-stop-shop, to simplify to minimum the procedures of issuance of licences, authorisations and other administrative acts, to concentrate services of the City Hall in one building;
- To ensure transparent public acquisitions;
- To ensure depoliticised and transparent employment contests, to promote youths including to leading posts, to stimulate the employment of graduates;
- To grant public services to private economic agents;
- To decentralise the local public administration;
- To open training centres to elaborate projects and obtain grants, to provide business start-up consultancy.
