The doors of the City Hall will be open for you starting June 4!
I will be a Mayor to help you every time you will need me. I will know your problems and we will resolve them together. We will join our forces and knowledge in order to decide together how to administrate our city better. You will be the first one to learn what projects are discussed and what decisions the City Hall and the Municipal Council make. We will take together prompt and strict measures against corruption. Administrative barriers will be reduced and optimal conditions will be created for business environment. Starting June 4, every City Hall functionary will work for you and community, not for personal or group interests!
Together is the only way to turn Chisinau the next four years into:
- A city with a high life quality;
- A capital with an efficient administration and modern services;
- A locality of welfare and social equity;
- One of the cleanest and well-arranged capitals in the region;
- A captivating touristic and cultural destination.
Starting June 4, citizens will not be humiliated queuing at the City Hall to resolve their problems. Any decision will be made after consultations with citizens. City Hall functionaries will be employed on basis of contests and performances. Thus, the corruption in the City Hall will be combated and the bureaucracy will be reduced to minimum.
For this purpose:
- We will give back the right of residents to administrate the municipality by creating District Consultative Councils, which will maintain a permanent dialogue between municipal administration and residents, a progress that European capitals have achieved long ago;
- We will guarantee the examination and settlement of every demand within one month by implementing the automatic electronic document management system;
- We will create Consultative Councils to advise the Mayor-General on various problems of the municipality, with participation of representatives of citizens, nongovernmental organisations, business environment;
- We will decentralise the activity of the City Hall by delegating additional functions to district praetor’s offices, with necessary financial coverage and logistic support;
- We will invite the mass media at all sittings of the City Hall and Municipal Council, will make public all plans, draft decisions of the City Hall and Municipal Council, inclusively by creating and developing the portal www.chisinau.md, will ensure the online broadcast of sittings of the Municipal Council;
- We will publish every quarter and year reports by Mayor-General concerning his activity and will ensure transparent public acquisitions;
- We will support local initiatives by financing projects for future, offering headquarters and information resources needed to create NGOs participating in community development;
- We will improve the ethic-professional skills of public functionaries and will invest in technical endowment of services of the Chisinau City Hall, district praetor’s offices and mayoralties from suburbs;
- We will create an efficient system of public services based on cost-benefit analyses and adequate tariffs;
- We will periodically conduct surveys to identify the problems of citizens and to consult their opinion about local policies.
You will make the decision!
Children and youths are our main wealth and we work for them. We will create optimal conditions for development of the young generation.
For this purpose:
- We will build, renovate and arrange the schools and kindergartens in the capital and all suburbs of the municipality;
- We will arrange and endow playgrounds, will create a service to maintain their record register and functional condition;
- We will create a cultural-information environment for formation and development of children;
- We will develop the sport and entertainment infrastructure;
- We will improve the living standards in student camps;
- We will promote youths to administrative structures and will facilitate their employment at private enterprises;
- We will award merit scholarships to the best and most talented schoolchildren and students from municipal budget;
- We will increase salaries of teachers and will award additional facilities to young teachers;
- We will ensure a package of social-educational services for residents of suburbs like those for residents of the Chisinau city.
You will enjoy conditions for a harmonious development of children and youths!
Starting June 4, we will create conditions to attract investments in starting up and developing new businesses. As a result, at least 6,000 new, safe and well-paid jobs will open a year.
For this purpose:
- We will create the municipal agency for attracting investments, the municipal tourism bureau and the municipal financial analytic centre;
- We will create a favourable business environment for investors by reducing bureaucratic procedures;
- We will open technological parks and business incubators in every district of the city and suburbs of the municipality;
- We will promote the implementation of new technologies in agriculture and ecological agriculture in suburbs;
- We will develop and diversify the tourism, including by creating a network of touristic pensions in suburbs, conducting cultural events in an efficient management system;
- We will promote the inclusion of historical buildings and monuments in the economic and tourism circuit, will rebuild and renovate them;
- We will work out regional urbanism plans in the city and urbanism plans for all localities in the municipality as territorial planning and investment attracting tools;
- We will stimulate the development of small and medium enterprises by reducing local duties and taxes;
- We will implement the Medium-Term Expenditure Framework as a financial planning tool;
- We will implement employment programmes for youths and jobseekers including from suburbs;
- We will develop partnerships with educational institutions and economic agents to employ young graduates and elderly;
- We will award facilities for granting of fields and public utilities to those who will invest and create new safe jobs.
You will have a safe and well-paid job!
We will launch an ample housing programme for citizens.
For this purpose:
- We will adopt model projects for social residences and will start building them;
- We will reorganise and develop the municipal mortgage system in city and suburbs;
- We will annually build at least 500 flats for young specialists who work for the benefit of community;
- We will speed up the building of mansards in blocks, of modern blocks instead of degraded dwellings;
- We will decentralise and repair the heating and water providing system, so that you will not additionally pay 60 percent for losses and faulty management;
- We will invest in new pipes and modern filters to supply you with drinkable, not technical water;
- We will build water and sewerage networks in all suburbs.
You will have a comfortable apartment with modern communal services!
Starting June 4, tracks will not dirty your clothes and house, while urban transportation will become comfortable and accessible. Holes in municipal roads will be repaired and we will find them in recollections only.
For this purpose:
- We will improve the transport management system, which will optimise the activity of specialised municipal structures;
- We will build long-term public-private partnerships with transport operators;
- We will periodically renew the urban bus and trolley park;
- We will create new bus and trolley routes in suburbs of the municipality;
- We will attract investments in reconstruction and renovation of streets;
- We will gradually enlarge streets and will build new traffic and pedestrian passages;
- We will create a modern parking system and afferent services;
- We will ensure an efficient guiding and information of motorists.
You will enjoy comfortable conditions and accessible urban transportation tariffs and quality roads!
Starting June 4, the problem of sanitation and personal security will become main components of municipal policies. The city will be more beautiful. All residents will be informed about exceeded quantity of noxious substances in environment via the Warning System which will start working this year. We will create the Community Guard directly controlled by City Hall, in order to maintain the public order and peace.
For this purpose:
- We will ensure the public order in the municipality;
- We will modernise and extend the public lighting system in all localities of the municipality;
- We will ensure the security of participants in traffic, particularly of pedestrians;
- We will decentralise and modernise the cleaning and sanitation in the entire municipality, granting quality sanitation services to suburbs, too;
- We will repair the sewerage and water filtering system;
- We will build ecological waste processing plants;
- We will hold ecological and information education campaigns;
- We will develop ecological corridors to preserve the biodiversity and access of residents to a clean and protected environment;
- We will keep clean green areas, will create parks and will plant new forests;
- We will install sufficient recycle bins in every street;
- We will promote the intercultural tolerance.
You will reside a clean and safe city!
All residents of the municipality will have access to quality health and social assistance services. Hospitals and policlinics in municipality will be renovated and endowed.
We will create a network of markets for poor people in order to ensure those in need with first-need products. Any development direction of the city will take into account the necessities of disabled people and those with special needs.
For this purpose:
- We will ensure modern healthcare and social protection services in every locality of the municipality;
- We will endow hospitals and polyclinics with modern equipment needed to protect the health of citizens;
- We will increase the social compensations for drugs and food products paid to elderly, veterans, large families, disabled people;
- We will develop the network of social canteens and social services for children from socially vulnerable families;
- We will build banisters at all pedestrian passages;
- We will adapt the public transportation to needs of disabled people;
- We will create a system for inclusion of elderly, veterans, and disabled people in the socio-economic and cultural circuit.

This programme worked out on basis of the electoral offer of DPM for the Chisinau municipality arises from problems and needs of residents of the capital. With intention to implement it, me, Vladimir Filat, I undersign the promises from this programme on behalf of the entire DPM team and I commit myself to fulfil them during my mandate of Mayor-General of the Chisinau municipality.
