The acting governing has led the majority of citizens to the limit of existence in the past years. More and more problems of the city are not resolved. We promise to resolve the main problems in four years.

We have established the following key goals for the next four years after hundreds of meetings with residents of the city:

• Better living standards for citizens;
• Real growth of population’s earnings;
• Protection of citizens’ rights and ensured respect for law;
• Good functioning and control on structures of the City Hall.

We call for a fair distribution of budgetary funds, for a social budget.

We will introduce a moratorium on all budget-funded “grandiose” projects. We will redirect the money to resolve problems of vital importance for people.

1. Saving of dwelling fund

Only 1.5 percent of the budget of Chisinau is allocated for the capital repairing of dwelling fund. We promise to allocate 12–15 percent from the budget for this purpose every year, so that to repair all housing fund of the capital in four years, in particular, our programme stipulates:

• The dissolution of all Associations of Owners of Privatised Dwellings with consent of lodgers, with purpose to capitally repair the blocks on budgetary funds;
• The capital repairing of roofs, basements, engineering networks and change of pipes;
• The repairing of front sides, stairs, installation of doors and windows;
• The arrangement of courtyards, playgrounds, repairing of roads from districts and pavements;
• The connection of private sector to sewerage networks, water and gas pipes;
• The illumination of courtyards, stairs and streets.

We will make order in communal service sector, respecting the rights of consumers:

• Installation and service of water, heating, gas, electricity meters on account of suppliers;
• Repayment of cost of installed meters to population;
• Fair recalculation of old debts;
• Transfer of networks from blocks to the balance of Termocom and Apa Canal and signing of direct agreements with consumers. Guaranteed water and heating deliveries to every apartment, right invoices for real services.

2. Second pension from City Hall

Our primordial task is to protect the elderly, needy and large families, invalids, veterans and war participants. We will introduce direct social payments from municipal budget for retirees. We will create the Fund of Additional Social Payments and will increase it from 7 percent the first year up to 17 percent the forth year on account of larger budgetary incomes and lower unjustified expenditures.

The City Hall will pay 100 lei to retirees additionally to the basic pension in 2008, 200 lei in 2009, 300 lei in 2010 and 400 lei in 2011. Indemnities for all categories of citizens in need will also grow after implementation of this programme, so that pensions and indemnities will exceed the minimum consumption basket and will be at least 1,000 lei each.

3. Protection of jobs

More than 80 percent of the municipal budget is built on revenues of enterprises and salaries of workers. We will protect all those who work, including economic agents working in the real sector of economy, and we will not allow the Government to close jobs.

We will declare Chisinau as a zone free of the law 208; we will support patent holders until the definitive annulment of this anti-people decision. We will introduce the family patent.

We will create the Small Business Protection Department and the Entrepreneurship Sustenance and Development Fund in the City Hall to be in charge with financial and logistical support, legal protection of all those willing to start up a business, and creation of new jobs. We will create favourable conditions to attract investments in the Chisinau municipality and to transform the capital into an economic development engine of the country.

4. City Hall for people

Residents of Chisinau are permanently facing injustice, irresponsibility and indifference of functionaries. The total corruption has destroyed the base of local power and misrepresented its essence as self-administration form. A system in which the money decides everything has been created. Rights of citizens are openly violated.

We will make the City Hall work for people. Its activity will be based on transparency and accessibility. The local power will become a protector of citizens’ rights and a guarantor of respect for laws in municipality.

Free legal advisory cabinets will open in every praetor’s office and they will permanently work; a hotline will be instituted for residents and an emergency service will function round o’clock. The City Hall administration will permanently meet townspeople at home.

We promise to restore the ownership of the municipality on Antena C and Euro TV channels, which will air reports on activity of mayor, praetors and councillors, and citizens will be able to give questions during live programmes.

We will make order in all structures of the City Hall, so that every resident of the city to find solutions to any problem shortly.

Slogans
