Born on February 1, 1958 in the village of Lipoveni, the district of Cimislia;

Education:

• 1973–1977 — Agricultural College based in the village of Taul, the district of Edinet;
• 1980–1985 — the Moscow-based State University M.V. Lomonosov, the faculty of Law;
• One-month training at the U.S. Academy for Educational Development;

Professional experience:

• 1985–1989 — assistant of Chisinau prosecutor;
• 1989–1990 — senior adviser for the Legal Directorate of Moldovan Parliament;
• 1990–1997 — chief of the Legal Directorate of the Moldovan Parliament Apparatus;
• 1997–1999 — adviser of Moldovan President for legal affairs, relations with Parliament and law institutions;
• From March to May 1998 — member of Moldovan Parliament;
• 1999–2001 — chief of the Cabinet of Moldovan President, senior adviser for Moldovan President;
• From 2002 to present — chairman of the Centrist Union of Moldova;
• 2001–2005 — member of Moldovan Parliament;
• From 2006 to present — administrator of the Legal Assistance and Business Promotion Centre Mihai Petrache.
