Education:
- 1979 — awarded bachelor’s degree in mathematics at the State University;
- 1988 — Doctor of economics;
- 1993–2006 — attended training courses on management, local governing and European integration at specialised institutions in Germany, Poland, Romania and the United States.
Professional experience:
- 1989–1993 — deputy director of the National Institute of Economic and Financial Researches;
- 1990–1994 — member of the Chisinau Municipal Council;
- 1993–1996 — Professor at the Academy of Economics;
- 1996–1997 — team leader at the Centre for Private Business Reform (USAID);
- 1998–1999 — deputy minister of economy and reforms;
- From 2000 to present — chairman of the Business Consulting Institute (BCI);
- From 1999 to present — member of the Chisinau Municipal Council, co-chairman of the Social Action Bloc (SAB) faction in CMC;
- 2002–2007 — coordinator of local and regional development projects and programmes, including the General Development Plan of Chisinau municipality till 2025.
