Electoral Offer of the Candidate to the Position of General Mayor of Chisinau Mihai Roscovan

All of us are looking for a change of our capital city facade. I have the will and due background to accomplish that. Chisinau can and must become a city of European comfort.

My working agenda as general mayor comprises 10 major problems, for which I have concrete solutions.

Which is the problem How shall we resolve it
 

1. Unproductive and uncompetitive economy

The economy of the municipality is based mostly on trade and imports. Foreign investments are the least in the region. The average monthly salary makes possible only survival of employees. The administration of the capital city is taking care of their own businesses, instead of creating conditions for business development. Economic concentration in the central zone is excessive. The industrial zones imply dis-functionalities of urban development, over-agglomeration and pollution of the environment. The land areas in the city have been distributed at piecemeal prices to some individuals and mafia-like groups, without taking into account the perspectives of urban development.

Objective: Modern economy with European salaries

We will create an attractive and favorable milieu for investments and businesses development. We will develop a poly-centric economic system, by creating business centers, business-incubators, innovational parks and technological transfer. We will implement programs of fairs re-arrangement in agri-shops for producers and petty traders. We will create and develop a both transparent and efficient system of land areas usage.

Priority programs and projects:

  • Knowledge ands innovations based economy
  • Municipal agency for project management
  • Business centers and technological parks in the city sectors
  • Working out investment guide
  • Trade fairs for a civilized trade
  • Regional park for transport and wholesale trade in the airport zone
  • Transparent system in public purchases, investment tenders and access to information
 

2. Expensive housing and utilities of poor quality

Each 4-rth bloc of flats from the city needs repairs, 60% of the internal technical nets and 30% of the roofs area needs urgent repairs, whereas 90% of blocs need works of buildings’ conservation. Most Residents’ Associations do not have capacities and possibilities to settle problems operatively faced by the residents. Relationships between suppliers and consumers of communal services are not clearly defined. The tariffs on communal services are growing with no plausible excuses, whereas the quality continues to be poor. The water suppliers and thermal power are bankrupt. The supply of housing is on the rise, whereas the access to that is downsizing.

Objective: Comfortable housing and accessible for all

We will stimulate construction of flats, repairs of old blocs of flats and unleash the program of social and maneuver housing. We will improve the mechanism of mortgage lending in order to transform it from an inaccessible and expensive to advantageous one. For reconstruction and rehabilitation of urbanistic networks, we will implement investment projects and will restructure the activity of utilities and communal services suppliers.

Priority programs and projects:

  • Formation of municipal fund of social and maneuver housing
  • Managerial and financial restructuring and re-organization of the service suppliers
  • Warranty respect of communal services quality
  • Replacing the degrades pipelines of water supply
  • Reconstruction and modernization of the thermal power system
  • Arrangement of adjacent land plots of residential blocs and of the areas of waste collection
  • Transparent mechanism of managing land areas and promoting the portfolio of land plots offers for investors
  • Strict regime of approval and control of constructions.
 

3. Education funded by parents

Educational institutions are placed un-uniformly, this way causing excessive demand and running the educational process in two shifts. Most of blocs need capital repairs. Over 20 per cent of the institutions do not avail of gyms or assembly halls. The classrooms are insufficiently equipped. There is only 1 computer per 46 school children. In the school libraries the book fund is poor. The kindergartens of Chisinau are overcrowded. Funding of educational institutions is left mostly on the account of parents and of parents’ associations.

Objective: Home neighboring school

The school or kindergarten must be as close as possible to home and avail of excellent conditions for education and studies. The new districts must be provided with educational institutions. We will accomplish programs for supplying pre-school and educational institutions with due equipment and necessary materials; we will stimulate the work of teachers and promote the application of European educational standards.

Priority programs and projects:

  • Assure educational time-tables in one shift in close to residential area
  • Renewal of buildings for optimizing the thermal regime
  • Equip the respective profile schools and classrooms
  • Raise quality of the didactic process by material stimulation of teachers
  • Arrange the Campus: “Center of Excellence” and stimulate the endowed children
  • Municipal center of diagnosis, treatment and leisure for teachers
  • Playgrounds for children in each district
  • 10 sports grounds for each district.
 

4. Inefficient system of social protection

The state policies in the field of social protection does not provide for efficient targeting of the means to needy people. Insignificant indemnities provided do not cover all the categories that are in real need of help, whereas the social services offered are of poor quality and insufficient.

Objective: Guaranteed social assistance

The mayoralty must be open and maximum attentive towards all the needs of the people. We will re-orient the social assistance system towards reducing the effects of the social exclusion of the disfavored groups and their integration in the municipal community. The target groups of the social assistance programs will be individuals with deficiency, incapacity, handicap, the old, families with many children, combatants and veterans. The social protection is a prerogative of the state, whereas the improvement of the situation of the disfavored categories will be realized by compensatory mechanisms correlated with the possibilities of the municipal budget

Priority programs and projects:

  • Realize projects of social integration and professional development of individuals with handicaps
  • Fairs of social services, attract private structures in supplying services of social assistance
  • Access facilities for individuals with physical handicap to the public transport, to pedestrians’ passages, shops, residential blocs
  • Municipal center of specialized medical assistance for free for socially vulnerable categories
  • Multifunctional centers of social assistance.
 

5. Marginalization and lack of perspective for the young

The young are one of the most vulnerable groups of the society. This state of affairs is confirmed by the existence of a big number of young unemployed, either excluded or marginalized, increased abuse of alcohol and drugs, anti-social behaviors, violence, affected by sexually transmitted infections and HIV/AIDS, with a dim perception of their future. More than half of the graduates with higher education do not find jobs on their own educational profile looking for ways to emigrate. The number of juvenile offences is raising, and of human beings traffic. In the city, and particularly in the suburbs, facilities are missing for employment of the young, for sports practices or leisure.

Objective: Conditions for affirmation of the young

We will orient the activity of the municipal public administration towards attracting and involvement of the young in the life of Chisinau. In this sense we will stimulate employment of the young specialists on the labor market, we will offer possibilities of ideas and innovations implementation, we will grant assistance for the young families and will collaborate with the youth centers and structures.

Priority programs and projects:

  • Create a municipal fund for granting merit-based scholarships, grants for education and researches.
  • Create a net of business incubators for the young technological-innovational parks
  • Multifunctional students’ campuses
  • In each sector, sports grounds with illumination at night
  • Campaigns of fighting the harmful habits and promoting a healthy way of life
  • Youth Municipality Council
  • Cooperation with the youth organizations and their involvement in development projects of the capital city.
 

6. Overcrowded transport and poor quality roads

The state of the roads is deplorable. Repairs are carried out only in quantum of some 15% of the needs. One third of the trips from one district have to go via the center in order to reach the neighboring district. The streets are used actually as parking stations, which reduces by some 30% the traffic capacity. As a result of raising number of the transport means, the charge of the roads in the capital city has increased twice. The quality of transport services is poor.

Objective: Rapid public transport, comfortable and accessible, on roads of European quality

In order to de-congest the central high-ways we will build circular routes for making possible avoid the downtown. We will give priority to unpolluted public transport and will continue the development of the electrical transport. We will introduce a comfortable system of public transport circulation. We are too poor to afford us cheap repairs, this is why we will stimulate competition of road repairs companies. The municipal companies of public transport will be reorganized and private companies will be stimulated to take part in supplying services of public transport.

Priority programs and projects:

  • Modernize and construct circular roads for avoiding the downtown
  • Construct parking places
  • Rehabilitate the existent street network in the sectors and suburbs
  • Assure broad access to public transport by subsidies
  • Stimulate investments in the public transport companies for renewing the park
  • Improve the management of the urban traffic
  • Indemnities for public transport of the persons with small incomes
  • Passages for bicyclists in all the sectors of the city
 

7. An environment harmful for the health of the people

We have got accustomed with Chisinau as having fame of a green city, but we do not see that the green spaces of the capital city downsize dramatically. Each inhabitant of Chisinau accounts for 32m2 of green space. The European norm is 60m2. On yearly basis excess is registered of the toxic concentration norms emission. The water basins are infected beyond admissible limits. The water of the river Byk are intensely polluted within the city boundaries. The dump of the city is overloaded. The water purification station pollutes the atmosphere with unbearable smell.

Objective: A green and clean city

We will reconstruct the water cleaning station by attracting investments from European funds. We will implement a system of waste selection and use it for electrical power production. Optimization of the local and transit transport circulation will contribute, also, to diminishing raising level of pollution. We will undertake actions of growing green spaces, of natural water resources protection and bio-diversity, a fact which will re-balance the environment factors to necessary norms.

Priority programs and projects:

  • Re-construct Biological Cleaning Station
  • Transform the bank-side of the river Byk in the overall green area of Chisinau
  • Implement a waste selection and recycling system, transform it into an energy-regenerating source
  • Inventory all green spaces from the municipality, plant trees and forests on the areas subjected to geological processes and landslides
  • Arrange and renovate lakes and springs.
 

8. Bureaucratic and corrupt administration, un-performing management

The activity of mayors’ office is marked by bureaucracy, corruption, lack of transparency and poor organization. The public finance and patrimony are managed inefficiently, getting by illegal ways into the hands of various mafia structures. In order to meet the requests bribing public servants is a norm. Obtaining permits and authorizations has transformed into profitable business. The council is used as voting machine. The partnership is missing with the civil society. The mayoralty does not avail of capacities to attract external funding, public servants are poorly trained, the web page of information and promotion of the city image is almost like missing.

Objective: Mayoralty — institution open for people and receptive to their needs

We will set two principles as basis of the mayoralty activity: law and professionalism. The contact of the citizens with the public servants shall be by means of the One Stop Shop. No decision of the Municipal Council shall be adopted without approval of the specialized commissions. The activity of the public servants will be evaluated and only the best will continue to work.

Priority programs and projects:

  • Train abroad 10 specialists in the field of project management
  • Institutional re-organization of the activity of mayoralty structures based on new concepts of performing management and cost-efficiency
  • Concentrate subdivisions of the mayoralty in a sole building and informatize all services
  • Open automated One Stop Shops in all district-chiefs’ offices
  • Implement methods of administration based on principles of governing and based on informational technologies, publish both draft decisions and passed decisions on the website
  • Create consulting commissions of the civil society in parallel with specialized commissions of the CMC
  • Introduce the system of selection, recruitment and stimulation of public servants based on contest, competence and professionalism
  • Cancel the privatization contracts of public posts Antena C and Euro TV and broad cast on line the working sessions of the CMC
 

9. Degraded historical patrimony, exposed to the risk of liquidation

In the capital city there are 977 monuments protected by state, of them 236 have status of national museums, most of them being placed in the historical zone. In the suburbs there is a big number of historical places and archeological sites. The historical patrimony either degrades or it is destroyed before our very eyes, instead of being promoted and capitalized as assets for tourism industry, as it is proceeded in other European capital cities. There is no clear concept of tourism development in the municipality. The territory is not arranged and equipped for tourism of leisure activities. The tourism infrastructure is underdeveloped.

Objective: Historical city with historical identity

The historical center of the capital city needs to be one of the most representative places that should attract tourists. With European funds, we will implement programs of monument protection and valorization from the central part of the capital city, so that the historical heritage be attractive for tourists, to generate benefits and make us feel proud that we are citizens of the capital city.

Priority programs and projects:

  • Clear delimitation of the historical center and working out the zonal urbanistic plan
  • Set the historic center free of unspecific functions, like: transit traffic, industrial activities
  • Encourage alternative actions for valorizing monuments: tourism, localization of renamed companies, leisure
  • Re-construct streets in the old city, transform them in pedestrians’ ways
  • Rehabilitate housing fund and buildings of patrimony value
  • Accomplish projects of historic patrimony rehabilitation by public-private partnerships
  • Connect the municipality to the international tourism routs
 

10. Underdeveloped suburbs

The suburban localities are only suppliers of labor force, with degraded services infrastructure and production, with minute economic activity and minimal comfort. The suburban communes do not avail of their own sources of stable incomes and depend on the municipal budget. Poor roads, insufficient drinking water, missing sewage, vacant lots full of waste — this is the typical picture of the capital city suburbs.

Objective: Suburbs urbanization

In order to improve the living standards in the suburbs, we will accomplish programs and projects of economy revitalization and of their integration into the complex circuit of the municipality. We will lay the accent on the development of the infrastructure of public utilities and communal services. The principle of social district infrastructure development will be applied also with regard to suburbs.

Priority programs and projects:

  • Work out the General Urbanistic Plan for all suburbs of on the basis of the Territorial Arrangement Plan of the municipality of Chisinau
  • Involve the suburbs in accomplishing some municipal projects, such as development of economical corridor Vatra-Trusheni-Cricova, create the Eco-Park Syngera, natural park Eco-Nistru
  • Legalize the status of fruit-growing associations
  • Finalize gas-supply, repair and arrange both local and intra-municipal roads, the water-supply systems, sewage and water cleaning
  • Liquidate unauthorized dumps and arrange the existent ones in compliance with the epidemiologic-sanitary norms
  • Valorize the leisure potential, create leisure zones, develop rural tourism
  • Rehabilitate cultural buildings and repair educational institutions, arrange a sports ground in each residential settlement.

As general mayor, I will respect two basic principles: permanent communication with people and their involvement in the decision making process.

I assure all the voters from the city that I will meet their expectations.

I am convinced that as of today Chisinau needs an independent mayor, id est — one for all. Let us leave in the past political confrontations and group interests.

It is high time to modernize the capital city.
