The electoral process monitoring report covers the April 10 — May 8 period. The report finds out positive tendencies in the CEC activity (establishing and approval of several regulations and documents, of the type of documents necessary for voting, etc.). The main concerns regarding the electoral process are prompted by several negative developments: inappropriate involvement of state power forces in electoral process and intimidation by these forces of some electoral contestants proponents; favoring of some electoral contestants by local administration; misuse of administrative resources and leverages; inadequate conditions for organization of elections; shortcomings in updating the voters rolls; lack of transparency concerning the electoral contestants campaigns financing; lack of electoral bodies personnel know-how; drawbacks in solving the electoral appeals, etc.
AIP and IJC report
The second monitoring report on mass media coverage of the campaign for general local elections envisages the April 25 — May 6, 2007 period and was launched by the Association of Independent Press (AIP) and Independent Journalism Center (IJC), within the framework of the Coalition 2007. According to the main findings, mass media institutions under consideration have maintained their editorial policies earlier shown out, in the previous monitoring period, at the beginning of election campaign:
When it comes to printed media, it seems that their political stance is much evident. Some pro-government newspapers publish slanderous materials on some opposition parties. Most of the local public newspapers and former central public ones — Moldova Suverana and Nezavisimaia Moldova — continue to favour the PCRM, while most of the private newspapers, but some of them, criticize the PCRM, without being openly supportive to an opposition party.
CEC has registered electoral symbols of 17 parties and socio-political organizations participating in the local general elections of June 3, 2007.
