The report looks at the May 9–20, 2007 period. According to the observers, several negative aspects would affect dramatically the electoral process integrity if the following problems are not solved out:
- Misuse of administrative resources with an electoral purpose;
- Intimidation of electoral contestants in opposition;
- Negative open and hidden electoral ads. in public media;
- Posting irregularly the electoral posters or destroying of those legally posted;

- Lack of transparency with regard to the electoral contestants financing.
- Balti electoral district council (BEDC) has revealed that the irresponsibility of some electoral bodies members has a negative impact on the organization process of general local elections. On May 18, 2007 BEDC has found out that only 15% of electoral bodies member nominated by parties are responsive to the chiefs of bureaus so that to participate at working sittings and to honor their responsibilities. Among the reasons of apathy are mentioned that many members are students, who are not satisfied with the payment, and are busy with their student duties and exams. Some of the electoral bodies members nominated by the parties were not well informed about their duties. BEDC has decided to warn the parties in question over the possibility to suspend the membership of some electoral bodies members if their duties are not taken seriously. (after Deca press)
