Central Electoral Commission decided to allow voting on election day on basis of expired identity cards, as according to the information held by the CEC there are about 107,000 people whose identity cards have expired. Amendments introduced by CEC also provide that old Soviet passports could be used by anyone with a mention of Moldovan citizenship in them, an identity number and the place of residence (previously, only pensioners and people who gave up new documents on religious grounds were allowed to vote with Soviet passports).
On 28 May 2007, Mihai Roscovan, independent candidate to mayor of Chisinau municipality, stated he would withdraw from the electoral race. He motivated his decision by the fact that political formations had failed to support him as a single candidate, hence the number of votes he would receive in these circumstances could be hardly enough to win the election or get into the second round. Roscovan also stated that he did not want to increase the confusion among voters and has called upon his supporters to vote on 3 June for Vladimir Filat, the candidate of the Democratic Party of Moldova. According to art. 46 of the Electoral Code, electoral contestants can withdraw his/her candidacy not later than seven days prior to elections, for which reason Mihai Roscovan will remain on the voting ballots for the position of mayor of Chisinau. In a response statement, DPM candidate Vladimir Filat thanked Roscovan for his gesture of support.
In five localities of Moldova the position of mayor is contested by only one person: villages Selemet (Cimislia district), village Zolotievca (district Anenii Noi), Festilita (Stefan Voda district), village Frumoasa (Calarasi district) and village Rogojeni (Soldanesti district).
The Forum of Women Organisations, which gathers about 200 organisations, has called upon voters to vote for women candidates to positions of mayor and local councillors in the 3 June 2007 local elections, irrespective of their political affiliation.
Five non-governmental organisations will organise on election day an exist poll in the electoral district of the Chisinau municipality. The Central Electoral Commission has approved the request from the Institute of Public Policies, which will conduct the exit poll in cooperaiton with the Association for Participatory Democracy (ADEPT), European Institute for Political Studies, “CBS AXA” and the Centre for Opinion and Market Research. Citizens will participate on a voluntary, free of charge basis in the poll; the operators will keep all poll related inforamtion secret until the time allocated for the voting expires (21.00).
