The majority of electoral contestants made reserved statements after the publication of first preliminary results of 3 June 2007 elections, and have generally limited themselves to thanking voters for their support. Representatives of some parties said they would discuss the situation and their further actions within their organisations, some stated they are expecting offers from the two candidates who will run for the position of mayor in the second round of elections. One of the firmest such statements was made by the PCDP, whose leader said the Christian Democrats will:
The OSCE/ODHIR Observation Mission found the general local elections of 3 June 2007 were largely well administered and the number of parties and electoral contestants offered the voters a genuine choice. At the same time, international observers have noted that this ballot has failed to observe some committments towards OSCE and COE, which are indispensible in a genuinelty competitive electoral process: the respect of the right of citizens to run for public office; equal access to the media; confidentiality of vote etc.
Observers on behalf of Coalition 2007 found that general local elections have not met all international criteria to be considered fully free and fair. The final monitoring report stated that the voting procedure on 3 June 2007 was held, in general, in a free manner, but a series of irregularities were registered that affected the integrity of the process: voter rolls were not properly updated; polling sections were not adequately equipped; access of observers to the polling stations was limited; electoral campaigning was conducted on elections day; ballot boxes had limited capacity. Observers welcomed the positive trends in the activity of the Central Electoral Commissions and have appreciated positively its openness towards cooperation and transparency.
