International Election Observation Mission (IEOM), which involved observers of OSCE/ ODIHR and CoE Congress of Local and Regional Authorities (CLRA), assessed compliance of the electoral process with OSCE and CoE commitments, and other international standards for democratic elections, and domestic legislation. According to preliminary findings, the 3 June general local elections in the Republic of Moldova were generally well administered and the field of parties and candidates offered voters a genuine choice. However, the elections fell short of meeting some OSCE and CoE commitments that are central to a genuinely competitive election process. Among the positive aspects are to mentioned: appropriate electoral legislation for democratic elections; a transparent, unbiased, professional and friendly activity of CEC, a satisfactory activity of electoral bodies; involvement of private and public owned media in ensuring an exchange of opinions; an appropriate activity of Coalition 2007 observers. The problems observed refer to: the state of affairs with electoral rolls; overlapping competences of electoral bodies and courts; lack of leverages to impose sanctions for some infringements; deficient financial reporting of electoral contestants; PCRM representatives refusal to participate at electoral debates; violation of the secrecy of vote, etc. A distinct problem rests to be voting in Transnistria. OSCE/ODIHR is to publish a final monitoring report on local elections in Moldova two months later, while CLRA will approve a final monitoring report at its next sitting.
Representatives of parties that participated in local elections have said that they would forward appeals on election results: Social Liberal Party; Party of Social Democracy; Republican People’s Party, and Centrist Union of Moldova.
None of the representatives of central public authorities gave an opinion on the results of the 3 June general local elections. Press services of Parliament, Government and Presidency are providing information about working sittings, meetings, and other official activities, but nothing about the election results and campaign.
To date, Central Electoral Commission did not manage to process all electoral protocols. Thereby, it did not announce the second round of election and the possibility to make electoral propaganda confined to as much as 9 days.
