Gagauzia will elect a bashkan on December 3, 2006.

The results of these elections predetermine the near future of our people. A stable peace and understanding rule our society today. Our basic task is to keep the present political stability and achieve a quality progress of economy.

Me, Alexandru Stoianoglo, I am sure that Gagauzia can and must progress both politically and economically.

Much was done — but I am ready to do more!

Giving my WORD to all people of Gagauzia, I am ready to confirm it through ACTIONS! Together and together only we will be able to remedy the economic retardation. Gagauzia is waiting for new people and new economic ideas. Gagauzia is waiting for real transformations.

Dear fellow citizens, I propose you my programme — a programme on building and modernisation, programme of peace and understanding, programme on flourishing of Gagauzia. My programme is structured on four strategic directions:

1. Social policy.
2. Economic policy.
3. Administrative policy.
4. Strengthening of society.

Dear fellow citizens!

This is our common programme. Together is the only way to implement it! I rely on your support.

1) Social policy.

A new quality of life is the key goal of my social policy. A new quality of life is:

• Elaboration of systems of real social guarantees to ensure a well-deserved life to residents of Gagauzia;
• Restoration of healthcare systems from the USSR. Ensure free medical assistance to children, retirees and citizens in need;
• Extended possibilities for youths to obtain free education and to get employed;
• Protection of family, motherhood and childhood by creating a fund for large and needy families, lonely mothers;
• More funds for education, culture and sports;
• Extended mortgage crediting for population, stimulation of housing building in the region;
• Functioning of social-cultural facilities: cinema theatres, libraries, stadiums, recreational houses;
• All support for educational institutions. Technical-material renovation of schools and kindergartens;
• Restoration of social and cultural relations with Russia, Ukraine and Belarus.

2) Economic policy.

My economic policy is the policy of economic modernisation of Gagauzia. Economic modernisation is:

• Intactness of the right to property;
• Use of existing production capacities;
• Massive information of Gagauzia.
• Opening of state-owned enterprises in every district centre;
• Sustenance and further development of small and medium business;
• Support and protection of rights of patent holders;
• Development of building industry;
• Opening and functioning of financial institutes; regional banks, insurance and leasing companies;
• Extension of taxation basis on account of new high value-added production;
• Growth of Gagauzia’s budget;
• Recognition of farmers’ right to land and estate received under law, sustenance of all forms of land administration stipulated by legislation. Stimulation of voluntary cooperation of farmers. Consolidation of land on voluntary basis only.
• Development of a competitive agriculture and stimulation of technological modernisation in villages on basis of unconditional recognition of the right of farmers to dispose of their land and estate. Restoration of economic relations with Russia, Ukraine and Belarus.

3) Administrative policy is:

Real functioning of the Law on Legal Status of Gagauzia.

• Improvement of the structure of executive power.
• Fight against bureaucracy and corruption.
• Struggle against crime through legal methods only.
• Change of functions of control bodies from extremely controlled bodies to especially regulatory and consulting bodies.

4) Strengthening of society is:

• Union of all residents of Gagauzia on principles of reciprocal respect, tolerance and general democratic development;
• Union on basis of free development of all national cultures of Gagauzia, respect for feelings of faithful;
• Building a Gagauzia where freedom of personality and its choice will be ensured along with welfare and prosperity;
• Integration of Gagauz society into Moldovan society by promoting our representatives to all institutions of central authorities.
• Maintenance of Russian language in Gagauzia, development of Gagauz and universal quality studying of Moldovan language.

Dear electors! Very much was done in the past years.

The fact that our Gagauzia was created is the main result of those years. It was not easy. But we have managed. It’s time today to say thank all who started this way and remember those who regretfully are not among us! We will remember all these people forever.

But we all realise that the time launches new calls and gives us new tasks.

New persons are needed to solve these problems: young, energetic, creative.

Me, Alexandru Stoianoglo, I am standing as a candidate for the post of Bashkan because I cannot stay aside processes that take place in Gagauzia, in the region where I was born; I had grown up as a citizen and professional.

I have watched the law all my life. I have succeeded from probationer of the prosecutor’s office to the deputy prosecutor-general of Moldova. I tried to do my work honestly and professionally all this time.

It’s time today to recompense Gagauzia.

I guarantee only what I can and must do for our people in our Gagauzia. I have good intentions. I pursue noble goals. I know the ways and methods to fulfil them. I have the necessary willingness and knowledge.

I need one thing — Your confidence and support.

We will bring welfare in every house together only, with perseverant and professional efforts. We will demonstrate that we are capable to resolve most difficult problems. All our actions will be based on good, fairness and law.

Together is the only way to make Gagauzia rich and united.
